Is Valuation Policy Upto the Mark in Indian Education System !!

Really it is shocking how students can score 100% marks in Arts Subjects like History, Political Science, Psychology and even in languages. How can they score 99 marks in English. I am not questioning on Students but I just want to ask the valuators who valuate scripts. In literature it is impossible to get 99% or 100% marks. Is there no spelling mistake, no sentence formation mistake, no tense mistake, no punctuation mistake or any grammitaical mistake?
Even I am also Lecturer in PU and Degree College and I am also assigned by PU Board for valuation of 2PUC, We are instruted not to give more than 90-95 marks. I remeber in 1998, In my 12 final exams, I got 70 marks in English and that was considered in top marks but now if students score 70 marks in English, they do not have any value ! Is it correct for their future? If our Education System does not be strict to Marking System there will be problem for the students who are scoring lesser than 90% marks. Where will they get admissions and jobs? Again there will be a crisis of unemployment in our country.
We need to think seriously towards in that direction.Valuators should stop to DISTRIBUTE marks. We should be strict and have to set a mark in Valuation System otherwise we only be responsible for depressed future of our children.
